China Issues Guideline to Advance Low-carbon Transition, Strengthen National Carbon Trading Market

On August 25,2025, China’s top authorities—the General Office of the Communist Party of China Central Committee and the General Office of the State Council—jointly released a policy document named Guideline on Strengthening the Construction of a National Carbon Emissions Trading Market by Promoting a Green, Low-carbon Structural Transformation to accelerate the country’s green and low-carbon transformation and strengthen the construction of its national carbon emissions trading market.
