On July 28, 2025, China’s National Certification and Accreditation Administration issued implementation rules for the compulsory certification (China Compulsory Certification [CCC]) of power banks and lithium-ion batteries (CNCA-C09-02:2025). These came into effect Aug. 15, 2025.
The rules have replaced the existing implementation rules for the CCC certification of electronic products and safety accessories (CNCA-C09-01:2023) with respect to power banks and lithium-ion batteries, with new appendices added to the latest rules that set out initial factory inspection requirements, production site sampling items, etc.
Background to the new rules
Since the beginning of this year, several power bank manufacturers in China have recalled their products due to safety risks in battery cells, and Chinese certification bodies have revoked or suspended CCC certificates of several power bank and battery cell manufacturers according to the law.
Besides, on June 28, 2025, new aviation regulations came into full effect that ban airline passengers from carrying on board domestic flights power banks without the CCC logo, power banks with unclear CCC logos or power banks of recalled models or batches.
Given these circumstances, the Chinese government issued the new rules dedicated for the CCC certification of power banks and lithium-ion batteries to improve their safety.
Scope of affected products
The rules apply to power banks and lithium-ion batteries and battery packs included in the list of products covered by the CCC certification program1. The table below shows the entries of these products in the list, cited and translated from the 2023 edition of the Table of Descriptions and Definitions for the Compulsory Certification Product List2.

Changes in the new rules
There are three main changes in the new rules from the existing rules:
- Classification of manufacturers
The rules have a chapter called “Production Business Classification Principles”. Certification bodies classify manufacturers into A, B, C or D class based on the results of factory inspections, results of national or provincial product quality oversight spot checks, results of CCC certification verification spot checks, and credit information and other information of the manufacturers. The frequency of post-certification oversight activities they receive varies according to their classifications. - Initial factory inspection
In addition to the existing type test, CCC certification of power banks and lithium-ion batteries requires initial factory inspection. This is on-site inspection conducted by certification bodies to see if the quality assurance capabilities and product compliance capabilities of manufacturers meet the certification requirements. Implementation
After the new rules came into effect Aug. 15, 2025, the existing implementation rules for the CCC certification of electronic products and safety accessories no longer apply to power banks or lithium-ion batteries.
CCC certificates issued for these products before the effective date of the new rules continue to be valid, and later will switch to the new rules in a nondisruptive manner, such as switching at the time of renewal or switching when there are changes to the products or product specifications.
