China revises Express Delivery Regulation to Promote Greener, Lighter, and Recyclable Packaging

One April 13, 2025, China’s State Council has issued a revised version of the Interim Regulations on Express Delivery, introducing new requirements aimed at promoting environmentally friendly, reduced, and recyclable packaging in the courier industry. The revised regulation will take effect on June 1, 2025.

The most notable change is the addition of Chapter 6, titled “Courier Packaging,” which outlines new obligations for delivery companies and encourages collaboration with manufacturers to reduce secondary packaging by using original product packaging for shipments.
