China Enacts Safety Production Liability Insurance Rules

China’s Ministry of Emergency Management, along with six other central government agencies, jointly issued the revised “Measures for the Implementation of Safety Production Liability Insurance” on March 29, 2025. The revised regulation, effective immediately, aims to standardize the implementation of safety insurance and strengthen companies’ responsibility for workplace safety.

The revised regulation also clearly defines industries required to participate in the insurance program and outline penalties for noncompliance, including administrative sanctions and legal liability.
