China releases draft lists of long-chain PFCAs, PFOA, PFHxS, related chemicals controlled under international conventions

On Feb. 25, 2025, China’s Ministry of Ecology and Environment published a draft indicative list of long-chain perfluorocarboxylic acids (PFCAs), their salts and related compounds, as well as draft updated indicative lists of perfluorooctanoic acid (PFOA), its salts and related compounds, and perfluorohexane sulfonic acid (PFHxS), its salts and related compounds for the implementation of the Stockholm and Rotterdam conventions, under which these chemicals would be eliminated or otherwise controlled. The ministry seeks comments on the drafts through May 19, 2025.

 

Background

PFOA, its salts and related compounds, and PFHxS, its salts and related compounds were added to Annex A (Elimination) of the Stockholm Convention at the conferences of parties (COPs) in 2019 and 2022, respectively. The secretariat of the convention calls for signatories to prepare indicative lists of these chemicals, and update them according to decisions at COPs.

At the 20th meeting of the Persistent Organic Pollutants Review Committee of the convention (POPRC.20) held in September 2024, the committee made a decision to recommend the addition of long-chain PFCAs, their salts and related compounds to Annex A with specific exemptions.

    This is an indicative list of long-chain PFCAs, their salts and related compounds covered by the Stockholm Convention. It provides the CAS Registry Numbers, acronyms, designations (CAS or OECD PFAS Database Names), etc. of the chemicals.
  1. Updated indicative list of PFOA, its salts and related compounds
    This is an indicative list of PFOA, its salts and related compounds covered by the Rotterdam and Stockholm conventions, as well as some of these chemicals that are not covered by the conventions. It provides structural formulae for some chemicals.
  1. Updated indicative list of PFHxS, its salts and related compounds
    This is an indicative list of PFHxS, its salts and related compounds covered by the Stockholm Convention. It provides structural formulae for some chemicals.
