China’s Zhejiang province announces measures of CO2 intensity control, CO2 emissions caps

On Feb. 27, 2025, the government of Zhejiang province, China, announced a set of measures to implement carbon emission intensity control and carbon emissions caps. These measures constitute a provincial program for “carbon emissions dual control” where emission intensity control plans are the primary measures, and emission caps are the secondary measures. They aim to improve carbon emissions control in the industries and businesses of the province.

The measures include developing strategic emerging industries including intelligent connected vehicles (ICVs) and new materials, developing a product carbon footprint framework, and promoting the product carbon label certification scheme.
