On December 18, 2024, the Shanghai Municipal Bureau of Market Regulation issued a voluntary local standard “Cascading use of automobile traction battery-Operation requirements for energy storage systems” (DB31/T 1525-2024). The standard applies to medium- and small-sized user-side energy storage systems that use discarded automobile traction batteries in Shanghai. The standard will come into effect on April 1, 2025.

Cascading use: The process of using discarded automobile traction batteries in the form of modules or single cells that can be reused as backup power for base stations, energy storage, and low-speed power after going through related processes such as disassembly, classification, inspection, reassembly, reconfiguration, and assembly.
