Beijing issues draft regulation on carbon offsetting for key emitters

On July 9, 2024, the Beijing Municipal Ecology and Environment Bureau (Beijing MEEB) issued a draft regulation named “Measures for carbon offset management in Beijing”. The Measures was stipulated in accordance with the requirements of “Measures for carbon emission trading management in Beijing” and to regulate the carbon offset for key emitters.

 

What kind of entities are subject to the Measures?

Units whose annual direct and indirect carbon dioxide emissions from fixed and mobile facilities reach 5,000 tons (inclusive) or more, and have been announced as key emitters by the Beijing MEEB.
