Shenzhen, China promotes carbon trading to support carbon peak and carbon neutrality

On November 24, 2023, the Shenzhen Municipal Ecology and Environment Bureau issued the “Implementation plan of promoting carbon trading to support carbon peak and carbon neutrality”. The plan sets out specific measures, such as regulating the total amount of carbon emissions, establishing a dual-controls over carbon emission intensity and gross carbon emissions (hereinafter referred to as the “dual-control method”) of key emitters, strengthening support for environmentally friendly low-carbon emission industries, and promoting the phase-out of high-carbon emission products.
