On February 21, 2020, Vietnam enacted the “Ministry of Industry and Trade (MOIT) Decision 588/QD-BCT on the Awarding of the Best Energy Efficient Products in 2020”. The decision is one of the activities of the National Programme on Effective Use of Energy, Phase 3 (VNEEP3) (duration 2019-2030). The organizers of this contest are the Department of Energy Conservation and Sustainable Development of MOIT and the Vietnam Energy Conservation and Energy Efficiency Association (VECEA). Period and location of the contest
- Application period: March 1, 2020 to April 30, 2020
(The form of application is specified in Annex 3 of Decision No. 588/DQ-BCT) - Award ceremony: scheduled for the third quarter of 2020
- Location: the award ceremony will be held in Hanoi.

Eligible entities to apply to this contest are companies that manufacture or trade products as defined in the “Prime Minister’s Decision No. 04/2017/QD-TTg on the list of measures and equipment to which the application of energy labels and minimum energy efficiency is obligatory, and the process of their implementation”.
Requirements for products
Products eligible for registration in the contest must be products manufactured and assembled in Vietnam or imported. They must also have achieved the highest energy efficiency in accordance with the technical standards (TCVN) or the international standards announced by the Technical Council of the contest. Its details are provided in Annex 1 of the decision. In addition, it is required to apply the latest environmentally friendly production technologies, and comply with Vietnamese regulations on quality control, safety and fire fighting.
The winners to be awarded the HEPS label
After a preliminary and final screening, the Technical Council will select the companies whose products meet the highest energy efficiency standards. The selected companies will receive the winner’s cup from MOIT and the products will receive a certificate and a special label showing the highest energy efficiency. This label is annually issued by MOIT for products that have achieved high energy efficiency (HEPS). A sample of the Highest Energy Efficiency Label (see below) is specified in Annex 2 of the decision. The label will have a QR code to search for information about the product and will also be made available on the website of MOIT.
