Status of Publication of the 2025 List of Major Energy Using Facilities in Vietnam

In Vietnam, provincial and municipal People’s Committees are currently issuing the 2025 lists of major energy‑using facilities as needed, in order to implement the Law Amending and Supplementing Several Articles of the Law on Efficient Use of Energy  (No. 77/2025/QH15) and Decree on Delegation and Decentralization of Authority in the Industry and Trade Sector(146/2025/ND‑CP.

Specifically, under Article 32 of the amendment law (77/2025/QH15), provincial‑level People’s Committees are responsible for preparing and publishing, once per year, the list of energy‑using facilities within their jurisdiction and submitting it to the Ministry of Industry and Trade. The Ministry will then compile these data. In addition, Article 50(1) of Decree 146/2025/ND‑CP stipulates that provincial‑level People’s Committees shall perform, on behalf of the Prime Minister, the duties and powers prescribed in Article 32 of the Law on Efficient Use of Energy regarding the annual publication of the list of major energy‑using facilities.

According to research conducted by Enviapac (EnviX’s local subsidiary), as of April 2026, 8 out of 34 provinces and cities have published their 2025 lists of major energy‑using facilities. The provinces/cities that have published their lists, along with the number of facilities and the URLs of the original documents, are as follows:

Facilities designated as “major energy‑using facilities” under the Energy Conservation Law are required to conduct energy audits, appoint energy managers, and fulfill other obligations.
