On March 16, 2026, the Vietnam Chamber of Commerce and Industry (VCCI) issued Document No. 0381/LDTM-PC, notifying stakeholders that the National Assembly’s Committee on Science, Technology, and Environment is reviewing the promulgation and implementation status of various legal instruments related to the enforcement of the 2025 Law on Chemicals(69/2025/QH15). In Vietnam, three decrees (24/2026/ND-CP, 25/2026/ND-CP, and 26/2026/ND-CP) and two circulars (01/2026/TT-BCT and 02/2026/TT-BCT) necessary for implementing the 2025 Law on Chemicals were promulgated and entered into force on January 17, 2026. However, several provisions remain unclear or impose stringent requirements on businesses, resulting in confusion at the local level.
In this notice, VCCI requests member companies and industry associations to provide information and assessments regarding the promulgation and implementation of the above legal instruments, including the following points:
- Timeliness and completeness of the promulgated legal instruments
- Constitutionality, legality, and consistency of the instruments within the legal framework
- Difficulties and challenges encountered during implementation
- Proposals for amendments or supplements that would improve regulatory frameworks in the chemicals sector and facilitate business operations related to manufacturing and trading
