Vietnam Reveals Draft Decree Guiding Implementation of Mechanisms and Policies for National Energy Development in 2026 – 2030 period

On 13 January 2026, the draft Decree detailing a number of articles and measures to organize and guide the implementation of Resolution No. 253/2025/QH15 on mechanisms and policies for national energy development for the 2026–2030 period was published for public consultation. The draft Decree introduces several regulations and procedures for the development of offshore wind power projects. The draft Decree gradually addresses existing difficulties and inconsistencies in the implementation of offshore wind power projects, thereby paving the way for private sector participation in investment and accelerating the implementation of offshore wind power projects in line with national renewable energy development policies.

Regulations on eligibility conditions for surveying entities and enterprises preparing dossiers for approval of investment policy for offshore wind power projects

The draft supplements a number of criteria regarding the capacity of survey-proposing entities and enterprises preparing dossiers for approval of investment policy, in order to ensure that offshore wind power projects are implemented by capable and reputable investors.
