Vietnam Issues Circular on Chemical Safety and Security

On January 17, 2026, the Ministry of Industry and Trade of Vietnam promulgated Circular No. 02/2026/TT‑BCT, “Guidance on the Implementation of the Chemicals Law and Decree No. 25/2026/ND‑CP on the Development of the Chemical Industry and the Safety and Security of Chemical Substances.” The circular took effect on the same day. Key provisions relevant to enterprises handling chemicals include:

Requirements for chemical accident prevention and response plans/measures, and measures for preventing and responding to chemical accidents during transport
Procedures and decentralization for reviewing and approving chemical accident prevention and response plans
Content, procedures, and recordkeeping for chemical accident response drills
