On January 17, 2026, the Government of Vietnam promulgated Decree 24/2026/ND‑CP on the list of regulated chemical substances falling within the scope of the Law on Chemicals. The decree took effect on the same day. It is one of the implementing decrees for the 2025 Law on Chemicals (69/2025/QH15) and specifies the list of regulated chemical substances. Four annexes are defined:

  • Annex I: List of basic chemicals in priority chemical industry sectors
  • Annex II: List of chemicals subject to conditional manufacturing or trading
  • Annex III: List of chemicals subject to special control in manufacturing or trading
  • Annex IV: List of chemicals requiring the preparation of chemical accident prevention and response plans
