On November 28, 2025, the Vietnam Chemical Agency of the Ministry of Industry and Trade of Vietnam issued Document No. 2335/HC‑VP to guide provincial and municipal Departments of Industry and Trade on the pilot introduction of a system for identifying and tracing the origin of chemicals and precursor substances on the VNeID platform.
In Vietnam, beginning October 16, 2025, as part of the project on developing electronic identification and data applications for residents, the Chemical Department and the Ministry of Public Security’s Police Department for Administrative Management of Social Order (C06) launched a pilot operation of a system for identifying and tracing the origin (traceability) of chemicals and precursor substances based on the VNeID platform (VNIDCheck system). These activities are implemented under the following two documents:
- Government Resolution No. 214/NQ‑CP on the Government’s action plan to promote data development for comprehensive digitalization
- Strengthening national management through the implementation of tasks related to electronic identification for the purchase, storage, and transport of chemicals in 2025–2026, based on the provisions of Decision No. 06/QD‑TTg (Project 06)
The Agency requested every regional Departments of Industry and Trade of centrally governed provinces and cities to notify and guide organizations and enterprises handling chemicals within their jurisdictions to participate in the pilot traceability program for chemicals and precursor substances using the VNeID of VNIDCheck system.
The pilot applies to the following entities. Participation is voluntary for the first group but mandatory for the second:
- Companies engaged in activities related to chemicals and precursor substances under the management of the Agency
- Companies handling cyanides, nitrous oxide (N₂O), and Category 1 industrial precursor substances
Companies wishing to participate in the pilot project must register via an electronic form by December 31, 2025.

At present, the specific actions required of companies remain unclear. It is presumed that this initiative is part of measures to implement electronic management aimed at strengthening chemical traceability under the amended Law on Product and Goods Quality.
