Vietnam Releases Draft Circular on Chemical Safety and Security Measures

On October 30, 2025, Vietnam’s Ministry of Industry and Trade published a draft circular titled “Implementation Measures for the Law on Chemicals Regarding the Development of the Chemical Industry and the Safety and Security of Chemical Substances” (hereafter, the Draft), and initiated a public consultation. The Draft applies to all organizations and individuals engaged in chemical-related activities within Vietnam.
