Vietnam Issues National Technical Standards for Waste Incinerators

On 06/08/2025, The Ministry of Agriculture and Environment hereby promulgates a Circular promulgating National technical regulation on waste incinerator (QCVN 30:2025/BNNMT9. This Circular comes into force from February 09, 2026. The Circular 27/2012/TT-BTNMT prescribing National technical regulations on environment and Circular 03/2016/TT-BTNMT promulgating National technical regulations on environment shall cease to have effect from the date. Below are some new highlights in Circular 45/2025/TT-BNNMT and QCVN 30:2025/BNNMT.

 

Transitional clauses

Establishments that have been put into operation or ongoing investment project (which has approval of EIA or environmental license or in waiting approval by authority before 09/02/2026) have a waste incinerator may continue to apply until December 31, 2031:

  • National technical regulation on medical waste incinerator (QCVN 02:2012/BTNMT),
  • National technical regulation on industrial waste incinerator (QCVN 30:2012/BTNMT),
  • National technical regulation on domestic solid waste incinerators (QCVN 61-MT:2016/BTNMT)

The establishment shall apply the permissible limits of pollution parameters in waste incinerator flue gas as prescribed in Circular No. 45/2024/TT-BTNMT promulgating the National technical regulation on industrial emissions.

Any project or establishment which has the environmental license that covers the treatment of hazardous waste that contains organic halogen compounds with the symbol “NH” (as hazardous waste) in waste incinerators before 09/02/2026 may continue to treat such waste until the expiry of the environmental license.
