On October 3, 2025, Vietnam’s Ministry of Industry and Trade (MOIT) and the Vietnam Chemicals Agency (CSV) jointly held a public consultation meeting on draft decrees detailing the implementation of the 2025 Law on Chemicals. The meeting was conducted both in person and online, with approximately 150 participants, including representatives from the Chemicals Agency, CSV, experts, and stakeholders from northern and southern enterprises. EnviX’s local staff also attended.
The meeting focused on three draft decrees published on September 5, 2025, intended to implement the Law on Chemicals No. 69/2025/QH15. These decrees are scheduled to be submitted to the government by October 15, 2025, and are expected to be promulgated and take effect alongside the Law on Chemicals on January 1, 2026:
- Decree 1: Provides detailed provisions and guidelines for managing certain articles of the Law on Chemicals and hazardous chemicals in products and goods.
- Decree 2: Establishes the list of chemicals subject to regulation under the Law on Chemicals.
- Decree 3: Covers provisions related to the development of the chemical industry and safety/security of chemical substances.
