Seminar report: Vietnam’s draft circular on GHG inventory and emission reduction for industry sector

On September 14, 2023, the Energy Efficiency and Sustainable Development Department of the Ministry of Industry and Trade (MOIT) of Vietnam, in cooperation with the Climate Change Department of the Ministry of Natural Resources and Environment (MONRE) and the United States Agency for International Development (USAID), held an event in Hanoi, entitled “Opinion Collection Seminar on the Draft Circular on Technical Regulations for Measurement, Reporting and Verification of Greenhouse Gas Emission Reduction and Greenhouse Gas Inventory in the Industry and Trade Sectors.” The purpose of the seminar was to discuss with ministries, companies, and experts the contents of the aforementioned Draft Circular published on September 6, 2023 (hereinafter “the Draft”). EnviX staff based in Hanoi also participated in the seminar.

The Draft, as an implementing regulation of Decree No. 06/2022/ND-CP Providing Regulations on Reduction of Greenhouse Gas Emissions and Protection of the Ozone Layer that was enacted on January 7, 2022, provides technical guidance for greenhouse gas (GHG) inventory and GHG emission reduction at the facility level in the industry sector under the control of MOIT. The Draft was developed as part of the USAID-supported Technical Assistance Project under the Vietnam Low Emission Energy Program II (VLEEP-II). The seminar was also held in Ho Chi Minh City on September 21, 2023. The two-session seminar was a very high-profile event with a total of approximately 400 participants both online and on-site.

The seminar provided explanations and Q&A sessions on the following three topics

  • Proposed guidance on sector-specific GHG inventories at the facility level
  • Proposed guidance on sector-specific measurement, reporting and verification (MRV) of GHG emission reduction at the facility level
  • Regulations on GHG emission reduction and carbon markets in Vietnam
