China’s Tianjin city releases draft plan to develop system to encourage whole community to promote low carbon emissions

On July 6, 2022, the Tianjin Ecology and Environment Bureau released a draft plan to develop a system to encourage the city’s whole community to reduce carbon emissions. Tianjin city solicits public comments on this plan, which will be accepted through July 20. The plan intends to quantify energy conservation and carbon emission reduction by individuals and companies to give them rewards accordingly, and make use of commercial incentives, encouraging policies and trading systems to get the whole community participate in the carbon reduction effort. The plan aims to develop a high-level design of the system by 2024, build the basic framework by 2026 and establish an ecosystem where all citizens can take part to promote low carbon emissions by 2030.
