MIIT of China to promote recycling of used EV batteries

On January 12, 2022, China’s Ministry of Industry and Information Technology (MIIT) held a press conference on the development status of domestic automotive industry. The press conference was attended by senior officials from the Ministry of Industry and Information Technology and the China Association of Automobile Manufacturers, who engaged in a question-and-answer session with the Chinese media. In 2021, although there was a shortage of semiconductors, automobile production and sales began to increase, especially sales of new energy vehicles, which were 1.6 times higher than the previous year.

The media raised questions to the Ministry of Industry and Information Technology about the future prospects of new energy vehicles and the recycling of used electric vehicle batteries. The Ministry of Industry and Information Technology responded that the amount of waste electric vehicle batteries is increasing along with the rapid increase in the number of electric vehicles, and that the promotion of recycling of waste power batteries is important for the sustainable development of the new energy vehicle industry in order to protect the environment and improve the efficiency of resource use.

The recycling of waste power batteries

The Director General of the Equipment Industry Bureau of the Ministry of Industry and Information Technology explained that the recycling of waste power batteries will be promoted as follows.

1.Promote the enactment of the “New Energy Vehicle Power Battery Recycling Management Measures”.

Clarify the division of supervisory responsibilities between relevant national and local authorities, establish regulations for each stage of recycling power batteries, and strengthen management.

2. Establish an organization to manage the recycling of power batteries.

Strengthen the traceability management of upstream and downstream of power battery production and improve the management efficiency by assigning responsible departments.

3. Promote the introduction of national and industry standards for power battery recycling, and widely publicize and implement the content of these standards.

To promote the research and development of important technologies such as recycling efficiency, and to improve the technical level of the industry through actual recycling practice.

4. To pilot the recycling of power batteries and select typical recycling models and examples of recycling practices in enterprises to expand to other enterprises.

To manage the industry standard for the comprehensive use of waste power batteries, and to establish a number of exemplary enterprises for the secondary use and recycling of waste power batteries.
