China’s MIIT plans to revise industry standards to achieve peak carbon emissions and carbon neutrality

On December 2, 2021, the Ministry of Industry and Information Technology of the People’s Republic of China announced the “Plan to Revise Industry Standards for Special Projects to Achieve Peak Carbon Emissions and Carbon Neutrality (2021)”. The plan gives clear actions to revise future industry standards to achieve peak carbon and carbon neutrality in eight priority industries: petrochemicals, steel, electronics, telecommunications, non-ferrous metals, textiles, light industry, and rare earth metals. According to the plan, over the next two years, 108 new standards will be enacted and two standards will be revised, targeting these eight priority industries.

The planning table contains information such as the name, nature, classification, name of the replacement standard, duration of the project, competent department, main drafting organization, and importance of each standard revision project. All standards listed in the plan will be recommended standards and there will be no mandatory standards.

With regard to the electronics industry, it is planned to establish a low-carbon product evaluation technology code for products such as computers and LCD televisions. In addition, the plan includes standards for carbon emission monitoring technology codes and carbon neutrality management systems. The following are the main contents of the standard revision plan for the electronics industry:

Project Name

Standard Classification

Product carbon footprint product type regulations for solar PV modules Calculation and inspection
Electronics industry carbon emissions monitoring technology code Monitoring
Low-carbon product evaluation technology code: Computers Evaluation
Low-carbon product evaluation technology code: LCD televisions Evaluation
Low-carbon product evaluation technology code: Solar PV modules Evaluation
Electronics industry carbon neutrality management system: Common requirements Management services
Electronics industry carbon neutrality management system: Evaluation code Management services
Electronics industry carbon neutrality management system: Grading requirements Management services
PV power generation carbon asset management technology code Management services
