On December 31, 2024, the State Administration of Market Regulation of China issued the voluntary national standard “General Technical Specification for Reused Parts of End-of-Life Vehicles (ELV)” (GB/T 45193-2024). The standard will come into effect on July 1, 2025. The standard applies to the processing, trading, and management of reused parts from ELV. The standard specifies the performance requirements, inspection methods, quality evaluation and grading, and labeling of reused parts. As this is a voluntary national standard, relevant companies will comply with it on a voluntary basis.
Application scope
This standard applies to the processing, trading and management of reused parts from ELV. Reused parts here refer to parts that are removed from ELV and can be reused. Different with remanufactured parts, they are directly used after being removed from ELV without being reprocessed. Please note that the following parts and accessories cannot be used as reused parts:
- Engines, steering gears, transmissions, front and rear axles, frames
- Airbag systems and seat belt systems
- Exhaust gas treatment devices for fuel-powered vehicles
- Automotive batteries (including traction batteries for electric vehicles and lead-acid batteries for starting fuel-powered vehicles)
- Parts that directly affect braking performance, such as brake pads, brake discs, and brake drums
- Data storage components that contain personal information of the original vehicle owner
Performance requirements for reused parts
Companies that dismantle ELV or sell reused parts shall inspect the performance of the parts they intend to reuse in accordance with the requirements and ensure that they meet the following requirements:
- Parts shall maintain their intact structure.
- Parts shall have no obvious cracks, breaks, deformation or damage.
- Parts shall not affect the safety of the entire vehicle after being installed in the vehicle.
Quality assessment and grade classification
Companies that dismantle ELV or sell reused parts shall evaluate the conditions of structure, functions and performance, appearance and repair status based on the results of inspections obtained in accordance with the inspection methods set out in the standard, then classify reused parts as Grade 1, Grade 2, or Grade 3, and indicate this on the product label. Note that reused parts that do not meet Grade 3 quality standards cannot be sold.
Labeling requirements
In addition to the above quality grading information, reused parts for sale must be labeled in Chinese as “报废机动车回用件” (reused parts from ELV) and include traceability codes for the reused parts.
