China announces program for accelerated development of mechanisms to control carbon emissions quantities, intensities

On July 30, 2024, the General Office of China’s State Council announced a Program for Accelerating the Development of a “Carbon Emissions Dual Control Scheme” — mechanisms to control the quantities and intensities of carbon emissions. The program also intends to promote carbon emissions peaking and carbon neutrality efforts actively and steadily, and accelerate the transition to environmentally sound development.

The key plans of the program include considering a carbon emissions alert and control system for key industries, developing systems to oversee energy conservation and carbon emissions reduction by businesses, and expediting the development of industry standards and association standards for the carbon footprint assessment of key products, including new-energy vehicles and electrical and electronic equipment.
