China issues criteria for major accident risks in dangerous goods handling at ports

On July 8, 2024, China’s Ministry of Transport issued criteria for major accident risks in dangerous goods handling at ports. These criteria are based on the country’s Work Safety Law1, Regulations on the Safe Management of Hazardous Chemicals2 and other laws and regulations. If risks are found according to the criteria, penalties will be imposed in accordance with relevant rules.

The criteria came into effect immediately, replacing the Guidelines on the Identification of Major Accident Risks in Dangerous Goods Handling at Ports3 published by the same ministry.
