Vietnam Vietnam releases draft regulations on environmental criteria for some scraps utilized as raw materials

On October 5, 2020, the Ministry of Natural Resources and Environment of Vietnam released a draft circular (hereinafter referred to as this draft) promulgating National Technical Regulations on the environmental criteria for scraps as raw materials for production and started opinion hearing. This draft replaces Circular 08/2018/TT-BTNMT, Circular 09/2018/TT-BTNMT and Circular01/2019/TT-BTNMT which stipulate National Technical Regulations for the environment, and the original text can be downloaded from the following URL.

This draft includes following six National Technical Regulations for imported scraps of steel, plastic, paper, glass, non-metal and slag.

The contents of this draft defined for scraps of steel, plastic, paper, glass, non-metal and slag should conform to Decision 28/2020/QD-TTg (issued on September 24, 2020 and came into effect on November 15, 2020) providing the list of wastes permitted for import from overseas for use as production materials. In addition, scraps listed on the environmental protection qualification certificate on imported steel scraps for production issued by the authority before the effective date of this decision can continue to be imported until the expiration date of this decision and must meet the technical standards for environment specified in this draft.
