Singapore announces proposed amendments to Energy Conservation Act

On November 21, 2023, amendments to the Energy Conservation Act (hereinafter referred to as the Act) were announced in Singapore, and opinions were solicited. The deadline for submission of opinions is December 20, 2023. This amendment proposes that, for new venture Energy Efficiency Opportunities Assessments (EEOA), new ventures that have applied for a Plan Lodgment also be subject to this requirement, and that the Energy Management System (EnMS) report and the Energy Efficiency Opportunities Assessment (EEOA) report be prepared and approved by the energy manager. The purpose of this amendment is to improve the energy efficiency of the industrial sector, which has the highest greenhouse gas emissions in order to achieve net zero by 2050.
