Malaysia Proposes Amendments to Air Pollution Regulations—Additional Fees for Exceeding Emission Standard of Each Pollutants

The Malaysian Department of Environment (DOE) announced proposed amendments to the Environmental Quality (Clean Air) Regulations 2014 on May 26, 2025, and is seeking comments for a two-month period. Under the existing regulations, companies unable to comply with the prescribed emission standards may apply for a license and pay an application fee of 1,000 ringgit (approximately 34,000 yen), allowing them to continue releasing pollutants exceeding the standards. However, the proposed amendments now introduce additional fees for emissions that surpass the prescribed emission standards for each pollutant.
