Laos Updates Industrial Chemical Substance Lists, Repealing 2021 List

On 4 August 2026, Laos’s Ministry of Industry and Commerce issued the Decision No. 2523/MOIC.DOIC on the List of Industrial Chemicals under the Law on Chemical Management No. 7/2016, which replaces the previous list established under Decision No. 0220/MOIC.DOIC in 2021. The Decision will enter into force 45 days after its signature and publication in the Gazette.

Under the Chemical Management Law, chemicals are classified into Types 1~4 according to hazard level, with Type 1 representing the highest level of hazard and the strictest regulatory control. The updated list will regulate industrial chemicals in the industrial, handicraft, and commercial sectors, including activities involving research and development, testing, manufacturing, formulation and processing, use, storage, transportation, import, export, and sale.
