On May 28, 2025, the Hong Kong government announced that it will expand the scope of regulated mercury-added products under the Mercury Control Ordinance, aligning with amendments adopted at the fourth and fifth Conferences of the Parties to the Minamata Convention on Mercury.
The Mercury Control Ordinance (Amendment of Schedule 3) Notice 2025 introduces 16 new categories of mercury-added products to the regulatory list. The changes will be implemented in two phases. Eight products added under the fourth conference will be banned from manufacturing, import, and export starting December 31, 2025.
