China Shanghai announced revision of list on emergency emission reductions for severe air pollution days in 2020

The Bureau of Ecology and Environment of Shanghai announced a notice about “the revision of the list on emergency emission reductions for severe air pollution days in 2020”, in order to implement the “Technical Guidelines to prepare emergency emission reduction measures for key industries during heavy pollution weather in 2020” (Guidelines) promulgated by the Ministry of Ecology and Environment of China. The main contents are as follows.

Emission reduction targets

During the periods when air pollution emergency response level is from I to III , the emission of sulfur dioxide (SO2), nitrogen oxides (NOx), particulate matter (PM) and volatile organic compounds (VOCs) must be reduced by 10% (on the situation of level III), 20% (level II), and 30% (level I) respectively.

During the periods with yellow, orange or red alert,the emission of sulfur dioxide (SO2), nitrogen oxides (NOx), particulate matter (PM) and volatile organic compounds (VOCs) must be reduced by 20% (when yellow alert is indicated), 30% (orange alert), 40% (red alert) and more respectively.

Performance evaluation requirements of key industries

According to the requirements of the Guidelines, enterprises in key industries should conduct their self-evaluations on their system, pollution control technology, values of emission limits, requirements to control fugitive emission, monitoring control, environmental management and transportation management, etc., and should also submit the result to the Ministry of Ecology and Environment. Then the Ministry reviews the result and ranks the performance of the enterprise on A-level or B-level, etc.

The notice requires the enterprises to conduct their performance evaluation before August 31.

Emergency emission reduction requirements

Enterprises rated as A-level voluntarily takes their emission reductions measures.

Enterprises rated as B-level rank must make an effort to reduce emission beyond Guideline’s requirements.
