On November 15, China’s Ministry of Industry and Information Technology announced a green industrial development program for the 14th Five-Year Plan period. The program sets targets for 2025 in carbon reduction, pollutant discharge reduction, energy efficiency, recycling and other environmental areas. It also establishes nine objectives for China’s efforts in the industry sector, including carbon emissions peaking, green product supply promotion and digital transformation.

Main objectives
The program sets new objectives for carbon emissions reduction, green product supply, digital transformation, etc. in addition to the existing ones set out in the Industrial Green Development Plan (2016 – 2020).
Carbon emissions peaking in the industry sector

- Provide a roadmap, schedule and implementation details of carbon emissions peaking for key industries, including the steel, petrochemical and chemical industries
- Implement effective management of greenhouse gases, such as nitrous oxide, hydrofluorocarbons, perfluorocarbons and sulfur hexafluoride
Green product supply

- Establish green product supply systems across all the segments of supply chains from raw materials to final products
- Encourage companies to develop high-performance and low-carbon products through green design and other means
- Expand the market for green products, such as new energy vehicles and energy-efficient electrical and electronic products
Digital transformation

- Leverage the latest information technologies, including big data and 5G, to enhance the management of energy, resources and the environment
- Manage energy and resources digitally
- Encourage companies to build systems for online monitoring and measurement of pollutant discharge and other things
- Promote the new model of “industrial Internet + recycling of renewable resources”
The program also includes implementation measures for green industrial development, such as the development of necessary regulations and financial support for companies.
