China drafting restriction of VOC emission from electrical and electronic product

On November 15, 2021, the China Electronics Standardization Institute released the draft of industry standard “Guide for setting the types and threshold of volatile organic compounds with restriction emission from electrical and electronic product” and began to solicit opinions. The deadline for submitting opinions is December 10, 2021. The standard stipulates the principles, methods, calculation formulas, evaluation procedures, emission rate detection methods and etc. for setting the types and thresholds of volatile organic compounds(VOC) with restriction emission from electrical and electronic product. The outline of the standard is as follows.

Methods for determining the types of VOC with restriction emission from electrical and electronic product

The following elements will be considered when determining the types of VOC to be regulated.

  • VOC controlled by laws, regulations, standards and specifications related to human health and environmental protection.
  • VOC that have great impact on human health and environment.
  • VOC that may be released at the current production level.
  • VOC concerned by consumers, and others.

When determining the VOC that have great impact on human health and environment, not only the domestic standards and databases, but also related international database such as IPCS and GING will be referred.

Determination of the thresholds of VOC emission from electrical and electronic products

The VOC emission thresholds of electrical and electronic products are determined by the maximum allowable concentration and the comprehensive impact element. The maximum allowable concentration(MAC) is specified in the related standards or technical guidelines. And the impact factors of VOC emission are determined by the material and usage conditions of products. The impact elements of each condition are as follows.

NOTE :
The comprehensive impact element is the mean of impact element of each condition. The impact elements are values between 0 to 1, and determined by the material and usage conditions of products. As the VOC emission threshold is the product of the MAC and the comprehensive impact element, the larger the impact elements are, the higher the VOC emission threshold will be. Take the calculation of the comprehensive impact element when determining the VOC emission threshold of printer as an example, as the mass percentage of polymer material in printer is higher than 35%, the impact element will be valued as 0.5, as consumables of printer containing VOC, the impact element will be valued as 0.8, the highest temperature of normal working condition is lower than 65℃, the impact element will be valued as 0.1, and the distance between printer and users is less than 0.5m, the impact element will take 0.1. Finally, the comprehensive impact element is valued as 0.35 as it is the mean of the above impact elements.
