Beijing issues water consumption standards for vehicle production

The Beijing Municipal Administration for Market Regulation on June 21 issued local standards called the “Norm of water intake—Part 15: Vehicle manufacturing” (DB11/T 1764.15—2021). These standards are put into effect on October 1 and used for water management in passenger vehicle, large bus and large truck manufacturing. Here is an overview:

Water allowances for complete vehicle production

The table below defines water allowances for producing a complete vehicle.

Vehicle type Water intake allowance (m3/vehicle)
Advanced allowancea) Normal allowanceb)
Passenger vehicle 3.7 5.5
Large bus 28.0 51.0
Large truck 8.0 8.5
a) Used for the water resources assessment (水资源论证), water intake application and water conservation evaluation for new, expanded or restarted projects.

b) Used for water intake and water conservation assessments for general use water used by existing companies.

The local standards require the following:

  • Manufacturers of complete vehicles must establish a proper water metering system. Water meters must be placed and managed in accordance with Beijing’s local standards DB11/T 1769 “Water metering and statistical management norms in organization of water using”. Water used for production must be metered separately and recorded in a proper book.
  • Manufacturers of complete vehicles must measure the water balance in accordance with the national standards GB/T 12452 “The general principles of water balance test in enterprises”.
  • Water-saving equipment using general use water must comply with Beijing’s local standards DB11/T 343 “Technical standard for application of water-saving appliances” and all the equipment using general use water must be water-saving equipment.
