China answers questions about Interim measures for standardization management of remanufacturing of auto parts

In April 2021, the National Development and Reform Commission (NDRC) and other 7 departments jointly released the “Interim measures for standardization management of remanufacturing of auto parts”. On May 31, 2021, Department of Resource Conservation and Environmental Protection of NDRC released the answers to the questions related to the measures on the official website of NDRC, the details are as follows.

Q1: For the requirements of remanufacturing enterprises in Article 5 of the “Measures”, is it necessary for remanufacturing enterprises to complete specific certification or pass specific tests to ensure the relevant qualifications of enterprises?

A1: The “Measures” put forward that the remanufacturing enterprises should be subject to standardization management, but no administrative license is set, remanufacturing enterprises are encouraged to carry out relevant certifications.

Q2: Article 21 of the “Measures” mentions the national auto parts remanufacturing mark. What I want to confirm is that, has the pilot of the national logo of “remanufactured products of auto parts” been completed? According to the “Measures”, is it necessary for all the remanufactured products of auto parts to impose the national mark of remanufactured products specified in the Annex 1 of the “Notice on enabling and strengthening the management and protection of remanufacturing marks of auto parts”?

A2：The national mark of “remanufactured products of auto parts” refers to the mark specified in the “Notice on enabling and strengthening the management and protection of remanufacturing marks of auto parts”. The mark was previously only used for remanufacturing pilot enterprises organized by the National Development and Reform Commission, but currently, enterprises outside the pilot can also use it. However, it should be noted that this sign can only be used for public welfare publicity and cannot be used as a proof of product quality assurance.

Q3: It is mentioned in Article 22 of the “Measures” that remanufacturing enterprises should adopt GB/T 32007 to establish a traceability system for the whole life cycle of remanufactured products. Does it mean that GB/T 32007 is mandatory for remanufacturing enterprises? That is, the basic data structure required in GB/T 32007 can be traced back by means of bar code or RFID.

A3: Article 22 of the measures mentions that remanufacturing enterprises should adopt GB / T 32007 to establish a remanufactured product whole life cycle traceability system, which means that remanufacturing enterprises are forced to adopt GB / T 32007 and can be traced to the basic data structure required in GB / T 32007 by means of bar code or RFID.
