China revises lists of banned cosmetic ingredients, adding 17 new items

China’s National Medical Products Administration on May 28 issued the List of Banned Cosmetic Ingredients (化妆品禁用组分) and the List of Banned Botanical (Animal-derived) Cosmetic Ingredients (化妆品禁用植 (动) 物组分), both of which took effect immediately. These lists are revisions of two tables in Chapter 2 of the Safety Technical Standards for Cosmetics 2015 (化妆品安全技术规范 (2015年版)). Starting from this day, registrants and notifiers of cosmetic products may not produce or import cosmetics containing ingredients on the lists.

The most important change in the new lists is the addition of 17 new ingredients, some of which are shown in the table below. Some of the new items added to the lists of banned cosmetic ingredients
