China revises energy efficiency labeling rules for five products

China’s National Development and Reform Commission and State Administration for Market Regulation on May 17 published five sets of revised Energy Efficiency Labeling Implementation Rules (the “Rules”; 能源效率标识实施规则) for small and medium-sized three-phase asynchronous motors, power transformers, fans, flat screen TVs and set-top boxes, respectively. Each set of the Rules will be valid for five years.

For each type of product, the Rules set out what products are within the scope; what to display on the label (manufacturer’s name, specifications, energy efficiency grade, etc.); how to measure the energy efficiency; how to print and attach the label; how to submit a notification of label use; and so on. Appendices—including samples of energy efficiency labels, the test report form and the notification form—are provided at the end of each set of the Rules.

The table below shows the effective dates of the Rules for different product types:

Product types Effective date
Small and medium-sized three-phase asynchronous motors, transformers and fans Effective from June 1, 2021. Products shipped before June 1, 2021 or imported before August 1, 2021 must have the energy efficiency label attached to them by June 1, 2022, in accordance with the revised Rules.
Flat screen TVs and set-top boxes Effective from August 1, 2021. Products shipped or imported before this date must have the energy efficiency label attached to them by August 1, 2022, in accordance with the revised Rules.

 

The Rules are based on the following energy efficiency standards for those types of products:

    • Small and medium-sized three-phase asynchronous motors—GB 18613-2020 Minimum Allowable Values of Energy Efficiency and Values of Efficiency Grades for Motors (电动机能效限定值及能效等级)
    • Power transformers—GB 20052-2020 Minimum Allowable Values of Energy Efficiency and the Energy Efficiency Grades for Power Transformers (电力变压器能效限定值及能效等级)
    • Fans—GB 19761-2020 Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for Fan (通风机能效限定值及能效等级)
    • Flat screen TVs and set-top boxes—GB 24850-2020 Minimum Allowable Values of Energy Efficiency and Energy Efficiency Grades for Flat Screen Televisions and Set-top Boxes (平板电视与机顶盒能效限定值及能效等级)
