China Guangdong, China releases draft rules for classification of key VOCs industries

On March 1, 2021, Department of Ecology and Environment of Guangdong province released the ” Classification rules of key VOC industries in Guangdong province ” (Draft for comments) and started to solicit opinions. The deadline for soliciting opinions is March 22, 2021.

Documents related to VOC control measures released by the Ministry of Ecology and Environment so far have indicated the policy of “implementation of differentiated management”. Based on this policy, exemplary companies that fully implement VOC measures will be given preferential treatment, including financial support.

In order to rewarding the advanced enterprises and spurring on the backward enterprises, and promote the high-quality development of all industries, Guangdong Province has formulated the “Key VOC industries classification rules” based on the above policy. The classification rules stipulate the rules for the classification of companies in key VOC emitting industries. The outline is as follows.

Classification rules                             

According to the environmental protection performance of companies, companies are classified into the following 3 classes.

  • Class A: Leading companies (measures have reached an advanced level)
  • Class B: Legal compliance companies (measures have reached a moderate level)
  • Class C: Non-compliant companies (measures are in low standard and do not meet the requirements of laws and regulations)

Classification index                             

Indicators corresponding to Class A to Class C are listed for each industry. The following is an example of indicators for the electronic components manufacturing industry.
