China regulates management of cosmetics and new cosmetic raw materials 
To fully implement the “Administrative measures for cosmetics registration and filling”, on February 26,2021, the National Medical Products Administration of China released the “Regulations on the management of registration and filling documents of cosmetic raw materials”, and it will come into force on May 1,2021. The materials submitted by the registrant and filling person of new cosmetic raw materials when applying for the registration of new cosmetic materials or filling shall meet the requirements of this regulation.

To implement the relevant provisions of the “Regulations on the management of registration and filling documents of cosmetic raw materials” and the “Regulations on the management of registration and filling documents of cosmetics”, on March 5,2021, the National Medical Products Administration of China released the “Notice on matters related to implementation of the ‘Regulations on the management of registration and filling documents of cosmetics’”, which stipulates the detailed registration/filling methods based on regulations. The main contents are as follows.
- Cosmetics registration and filling information service platform
- Products that have been registered and filled on the original registration and filling platform
- Submission of information related to the safety of cosmetic raw materials
- Test report on the efficiency evaluation of freckle whitening and anti-alopecia cosmetics
- Annual report for general cosmetics
