China issues regulations on safety risk monitoring, assessment of cosmetics

On April 9, 2025, China’s National Medical Products Administration issued regulations on the safety risk monitoring and assessment of cosmetics. These will come into effect Aug. 1, 2025. The regulations govern the risk monitoring and assessment of cosmetics conducted in China by authorities in charge of medical products. They set out key risk elements for the safety risk monitoring and assessment of cosmetics, and list illegal acts targeted by sampling inspection. Experts say the regulations will transform the country’s cosmetics regulation from responsive to preventive.
