China publishes regulations on toothpaste products

On March 16, 2023, China’s State Administration for Market Regulation released regulations on toothpaste products, which will come into effect Dec. 1, 2023.

Although toothpaste is not considered a cosmetic in the Regulations on Cosmetics¹ — a set of national regulations that took effect Jan. 1, 2021 — toothpaste is currently regulated by the provisions on general cosmetics in the Regulations on Cosmetics as stipulated by a supplementary provision in the same regulations.
