On January 7, 2021, the Taiwan Environmental Protection Administration released the “Regulation for the Management of Common Industry Waste Reuse” with some revisions. The Waste Disposal Act, which is a superordinate law of the Regulation, defines “industry waste” as follows.
[Article 39, Paragraph 2]
When the industrial waste involves the reuse of two or more industries, the central competent authority is responsible for enacting a unified regulation for reuse categories and management methods if considering it necessary. |
The main revisions are as follows.
Provisions regarding reuse activities by the same corporation
A provision has been added that the industrial wastes reuse at another plant of the same corporation by a business operator that is required to submit industrial waste disposal plan is regarded as a reuse by the same business operator.
Regulations for the management of plastic waste reuse
- In order to promote the conversion of combustible waste into fuel, “raw material for Solid Recovered Fuels (SRF)” was added to the reuse applications of “plastic waste ” which is one of the industrial wastes.
- If the reuse of plastic waste is for food containers, a provision has been added that this should be carried out in accordance with the relevant provisions of Act Governing Food Safety and Sanitation.
Addition of ” powder waste from fire extinguishers”
“Powder waste of fire extinguishers” was added to “industry wastes”, bringing the total to 9 types. “Reuse” specified in the appendix is “fire extinguishing agent for fire extinguishers”.
