Taiwan revises Occupational Safety and Health Facilities Rules

On Aug. 1, 2024, Taiwan’s Ministry of Labor announced a revision of the country’s Occupational Safety and Health Facilities Rules. The rules, based on the Occupational Safety and Health Act, set out what facilities and equipment employers should install and what measures they should take for the safety and health of workers.

The latest revision introduces requirements of installing safety facilities and taking safety measures if the maintenance of or disassembly and repair of equipment or equipment components are performed. It also introduces the requirement of equipping cooling systems for metal processing with monitoring and warning systems to ensure safety.

 

Important changes added in the revision

  • If the cleaning, oiling, inspection, repair or adjustment of equipment or equipment components can cause harm to workers or if there are dangers from springs or other elastic components or from residual pressure in hydraulic systems, pneumatic systems or vacuum energy storage systems during their disassembly and repair, relevant safety facilities must be installed, and harm prevention measures must be taken (Article 57).
  • If there is potential harm to workers from rolling mills/press rolls with parts that could entangle things, safety equipment such as protection equipment with interlocks must be installed (Article 78).
  • If workers are engaged in heating, melting or casting metals, the cooling systems must be equipped with monitoring and warning systems to ensure the safety of the workers. (Article 181-1).
