China releases experimental guidelines on safety management of construction projects for hazardous chemical production

On June 10, 2022, China’s Ministry of Emergency Management released experimental guidelines on the safety risk management of “hazardous chemical production construction projects”. A “hazardous chemical production construction project” refers to a project of chemical production facility construction where the facility is built in accordance with the law and permission for the project is obtained (or a notification is made) before producing chemicals listed on the List of Hazardous Chemicals as final or intermediate products. The 2015 List of Hazardous Chemicals below contains 2,828 hazardous chemicals:

The guidelines apply to projects of new construction, remodeling and extension of facilities for hazardous chemicals that have obtained a hazardous chemical safe production license and safe use license according to the law. The 34-page, 10-section guidelines set out how to manage the safety risks of hazardous chemical production construction projects and related processes. Construction projects for the storage, exploration and mining of hazardous chemicals and certain other types of operations related to hazardous chemicals are not covered by the guidelines.
