China releases four draft industrial standards for occupational safety

China’s Ministry of Emergency Management on March 18 released four sets of draft industrial standards, including one called the General Principles of Safety Assessment, to solicit public comments, which will be accepted through May 16.

These standards have been developed in response to production safety processes needed under the new circumstances and aim to strictly standardize safety assessment and improve the quality and effectiveness of safety assessment services.

The General Principles of Safety Assessment defines a three-phase safety assessment procedure and requirements for a safety assessment report for production safety management. The other three sets of standards include rules for the safety assessment of completed work, pre-assessment of safety and requirements for process control.

General Principles of Safety Assessment

This set of standards, which is a revision of the AQ 8001-2007 standards, specifies the procedure, assessment items, methods and report requirements of safety assessment. These standards apply to safety assessment processes in production safety management. The safety assessment procedure consists of three phases, namely the research and analysis and planning phase, on-site inspection and risk data collection and assessment phase and safety assessment document preparation phase.

Guidelines for Safety Assessment Prior to Start

This set of standards, which is a revision of the AQ 8002-2007 standards, specifies the procedure, assessment items and requirements, including report requirements, of safety assessment, and includes a reference list. These standards apply to pre-assessment of safety in construction projects. The pre-assessment procedure includes preparation, assessment unit classification, risk identification and assessment, qualitative/quantitative assessment, safety measure proposal, assessment result description and report preparation.

Guidelines for Safety Assessment Upon Completion

This set of standards, which is a revision of the AQ 8003-2007 standards, specifies the procedure, assessment items, requirements, report items and report requirements for the safety assessment of completed work. These standards apply to the safety assessment of completed work in construction projects. The procedure of this assessment includes preparation, assessment unit classification, risk identification and assessment, on-site reassessment/inspection, qualitative/quantitative assessment, safety measure proposal, assessment result description and report preparation.

Process Control of Safety Assessment

This set of newly introduced standards set rules for the structure of organizations and the organization of their personnel; process control systems; process control manuals; and management requirements for safety assessment process control concerning procedure documents, operation documents, management systems, records and other aspects. “Safety assessment process control” is defined as the entire management of the safety assessment activities of a safety assessment body that is performed under relevant rules to fulfill plans and targets set by the body beforehand. These standards apply to the standardized management of safety assessment processes.
