The Shanghai Municipal Bureau of Ecology and Environment on August 5 issued the List of Key Industries in Shanghai for Construction Project Environmental Impact Assessments 2021 (上海市建设项目环境影响评价重点行业名录 (2021年版); the “List”), which will be effective from September 1, 2021 through August 31, 2026. The industries and project types on the List will be subject to a rigorous review and screening as well as stricter monitoring during and after construction work. Some of those industries and project types are shown below as examples:
Petrochemical and chemical fiber industries
- Chemical raw materials and chemical manufacturing industries
- Chemical fiber industry
Industries and projects involving specific manufacturing processes (not all listed)
- Projects discharging class I pollutants (第一类污染物; 17 substances, including Hg, Cd, Cr+6, As and Se) listed in the table 1 of Shanghai’s Integrated Wastewater Discharge Standard (DB31/199-2018)
- Projects using more than 10 tons of solvent-based paints (including thinners), solvent-based adhesives or solvent-based inks annually
- Projects using acid washing or organic solvents in the industries that manufacture computers, electronic devices, electronic components and special electronic materials (materials used in semiconductor integrated circuits and other electronic components)
- Tire manufacturing and recycled rubber manufacturing industries
- Semiconductor materials industry
- Electronic chemical materials industry

According to Shanghai’s circular at the following link, 10 industries, including petrochemical, chemical and papermaking, are designated as Shanghai’s energy- and emission-intensive industries:
