China’s Zhejiang revises measures on oversight of development land soil contamination risk management, remediation

On Sept. 9, 2024, the Department of Ecology and Environment of Zhejiang province, China published revised measures on the oversight of the soil contamination risk management and remediation of land for development, which will come into effect Oct. 1, 2024. The measures apply in the following:

  • Cases where the land use of a land plot is changed to “sensitive land” (i.e., residential land, publicly managed land and land for public services)
  • Cases where the land use of a land plot for business of “key entities for soil contamination oversight1 is changed to “nonsensitive land” or where the right to use such land is recovered or transferred
  • Contamination control oversight in the contamination survey, risk assessment, risk management, remediation, assessment of the effects of risk management and remediation, post-closure management, etc. of the soil and groundwater in land plots with soil contamination risks
  • Oversight of territorial spatial planning, land use regulation and other activities for land plots with soil contamination risks

 

The revised measures include increased oversight and standardized procedures.
