China issues list of goods related to antimony, superhard materials that are not allowed to be exported without permission 
On Aug. 28, 2024, China’s Ministry of Commerce and General Administration of Customs published on the ministry’s website a list of goods related to antimony and superhard materials that are not allowed to be exported without permission, as well as related rules. These will come into effect Sept. 15, 2024. The list and rules are based on the country’s Export Control Law1, Foreign Trade Law2 and Customs Law3. To export goods on the list, an exporter has to apply for and obtain an export permit, and submit it to customs to do clearance procedures.

Permit application
Exporters must apply for export permits in accordance with relevant rules, submit application forms to the Ministry of Commerce through the commerce departments of their provinces, fill in the Dual-use Items and Technologies Export Application Form4, and submit the following documents:
- An original export contract or a copy or PDF file of the original contract
- Technical descriptions or test reports for the export goods
- Certificates stating end users and end uses
- Descriptions of the exporter and end users
- Identification of the legal representative of the applicant, the principal of the business, and the person in charge of the application
