China announces nationwide experimental program for lot-based inspection of hazardous chemicals exported from China

On July 8, 2024, China’s General Administration of Customs announced a nationwide experimental program for the lot-based custom inspection of hazardous chemicals and dangerous goods packaging exported from China.

Under the program, during a certain period after a company makes its first export declaration for hazardous chemicals and receives on-site inspections of them, when the company exports hazardous chemicals from China again, only document review is performed for the goods, and on-site inspection is no longer required.

The announcement of the program includes guidelines providing related requirements and explanations. The guidelines came into effect immediately on an experimental basis.

 

Hazardous chemicals covered by the program

  • Hazardous chemicals exported from China that are included in the latest version of the List of Hazardous Chemicals1
  • Dangerous goods exported from China that are included in the Dangerous Goods List of the Model Regulations of the UN Recommendations on Transport of Dangerous Goods (except for Division 6.2 infectious substances and Class 7 radioactive materials), and their packaging
